could i consider these safety schools?

i’ve signed up for sat and act but haven’t taken them yet. on the psat i got 74 in reading, 74 in math, 70 in writing. i took the sat in january and am hoping for 2200+
live in chicago suburbs
first person on mom’s side to go to college

high school tennis team 3 years
play at a tennis club
badminton team 1 year (freshman captian)
very involved with Student Council (Representative Freshman year, Publicity Committee Chair for the past two years, Turnabout Dance Committee Chair, Prom Fashion Show Committee Chair, and I’m going to run for exec board next year)
Volunteering at the hospital flower shop every week since the summer after Freshman Year
Work for my city’s park district as a tour guide in my town May-October, as Santa’s Helper in December, and a kid’s birthday party host sometimes
Serve as a youth representative on my city’s Transportation Advisory Board.
Another one of my hobbies is designing and constructing jewelry, some of which I have sold.

could i consider university of illinois- urbana champaign and the university of wisconsin-madison safety schools? if not any other suggestions that i could almost surely get into and aren’t too expensive?

You sound like a great college candidate. They sound like safety schools to me. You could go many places – most any of the Big10 – decide WHERE you want to go now, and it seems like you can do it. Good luck!
